Terms Of Competition

MANAGEMENT 

The Toyota Tour 2024 is a 54 holes “Closed Tournament” unless otherwise stated. The Tour is managed by the  Professional Golf of Malaysia (PGM) Organizing Committee, hereinafter referred to as “The Tournament Committee”.  

  1. DATE AND VENUE 
  2. The tournament shall be played as per schedule in the Toyota Tour Schedule/Calendar 2024 unless any  amendment/s. 
  3. Venue/Golf Club will be termed as “Partner Club”.  
  4. The total prize money is RM180,000/=. 
  5. SCHEDULE 

The schedule of the tournament (reference: Toyota Tour Schedule/Calendar 2024) is as follows: 

  1. MONDAY : Registration starts from 7:15am** to 12:00noon** 

Official Practice Round. Starts from 7:30am** to 9:06am** 

(Tee 1 & 10**) 

Course closure at 2:00pm** for course maintenance & for Club Members 

Advance Booking of tee time for Practice Round is required. 

Booking will be done using Google Form (link will be shared by PGM  

Administration) 

For booking, name of players submitted must be in a group of 3 or 4  

players 

Only those who have paid the entry fee is eligible for booking 

Refer to the Tournament Notice Board for Course Control. 

(All players are required to walk and usage of buggy is NOT PERMITTED 

during Official Practice Round). 

  1. TUESDAY : First Round starts at 7:30am**. 
  2. WEDNESDAY : Second Round starts at 7:30am**. 

Cut-off to 45 professionals & ties after 36 holes. 

  1. THURSDAY : Final Round starts at 7:30am**. 

Trophy Presentation around 1:30pm**

Competition is closed. 

Final Round participants are invited to attend the Trophy Presentation. 

Please adhere to the dress code (be properly attired and NO shorts or  

slippers permitted) 

  1. ELIGIBILITY 
  2. Have acknowledged the content slip of the PGM Players’ Handbook 2024
  3. Valid PGM Card (for PGM Players – also refer to item 5). 
  4. Current Covid-19 Guidelines published by Malaysian Government or Ministry of Health/KKM (refer item 26). d. Any other criteria, as per PGM Players’ Handbook 2024. 
  5. Any addition/amendment from time to time (if any), will be posted on the Tournament Notice Board. 
  6. ENTRIES & REGISTRATION
  7. Limited to the first 78 PGM Card holders.  
  8. If the entries are more than 78 players, the latest Toyota Tour Order of Merit (OOM) will be applicable. Others  will be on the reserve list. 
  9. All entries must comply to the eligibility, as per item #4 above. 
  10. All PGM Card players to register via online registration via https://www.pgmtourmalaysia.com e. Players should check online and/or contact PGM Admin +6 016-552 2348 to confirm their entries have been  received accordingly. Online registration closing time/date is Sunday, 12:00 noon, seven (7) calendar days before  the tournament Practice Round commence. 
  11. LATE ENTRIES WILL NOT BE ACCEPTED/ENTERTAINED.

  1. Entry fee is RM200/= per player to be paid ONLINE. Must be payable by Sunday, 12:00 noon, seven (7) calendar  days before the tournament Practice Round commences. 
  2. PGM Bank Account number: Maybank 5643 2433 9764.  
  3. Confirmation of the payment needs to be sent to PGM Tournament Administration via WhatsApp (WA) & the  contact number is +6 016-552 2348.  
  4. All players must register with Tournament Office and must produce their valid PGM Card to Tournament Office  staff. Anyone who is unable to register in person must advise the Tournament Committee (in advance). If a player is unable to attend in person, during practice round, it should be done before Round 1 tee off time. The player  must proceed to the Tournament Office and produce the valid PGM Card to Tournament Office staff. Failing to do  so, a fine of RM200/= is applicable. Fine must be paid in full before entry for the next Championship is accepted. 
  5. PLAYER/S WHO FAILS TO COMPLY TO THE ABOVE TERMS BY THE APPROPRIATE TIME MAY RESULT IN THE PLAYER’S  NAME BEING WITHDRAWN FROM THE TOURNAMENT AND SUBJECT TO FORFEIT THEIR ENTRY FEE, as per item  5d. 
  6. WITHDRAWAL
  7. Player/s withdrawing must notify in writing to the Tournament Committee and approved by the Committee.  b. If a player withdraws before the closing date, no penalty will be imposed.  
  8. A competitor is not allowed to withdraw at the conclusion of the 1st round or during the play of any round of a  tournament. (except on medical grounds or extenuating circumstances & required to get prior approval from the  Tournament Director). 
  9. A competitor is entitled to withdraw from a tournament at the conclusion of his/her 2nd and/or 3rd rounds for  medical reasons provided that he/she informs the Tournament Director before close of play each day. Exception: Emergency reasons or medical circumstances deemed reasonable by the Tournament  Director. Written evidence of medical circumstances must be immediately forwarded to the Tournament  Director. 
  10. Penalty, RM200, doubling up for subsequent offences

Note: For any withdrawal during the event, a player must complete a withdrawal form providing full details of  the withdrawal (withdrawal form available at the Tournament Office). 

  1. MAXIMUM PENALTY – Player/s withdrawing after the tournament closing date, without any valid reason as  deemed fit by the Tournament Committee, shall forfeit the entry fee or in a situation where they have not paid  the entry fee, shall be fined the amount equivalent to the entry fee as per item 5d. above. 
  2. Failure to pay the penalty before the completion of the tournament will result in the player’s name being rejected  for the next event until the penalty has been paid. 
  3. OFFICIAL PRACTICE ROUNDS 
  4. Official practice round will be on Monday, unless updated (Date: as per Toyota Tour 2024 Schedule). b. Schedule: Refer to item no. 3a. 
  5. The use of buggies during the “Official Practice Rounds” is NOT PERMITTED and all players participating in the  tournament are to walk.  
  6. DRIVING RANGE 

The driving range operation schedule is as follows: 

  1. Monday, (Practice Round) from **7:00am. 
  2. Tuesday to Thursday, (Round 1 to the Final Round) from **6:30am until the last group has teed-off. Refer to the Driving Range Schedule on the Tournament Notice Board for updated details. 
  3. FORMAT OF PLAY 
  4. The Stroke Play tournament shall be played over three (3) rounds of 18 holes.  
  5. The field will be reduced to 45 professionals and ties after two (2) rounds of 18 holes  

i.e. after 36 holes. The leading 45 professional players and ties will go forward to the Final round. c. In the event of conditions or circumstances that make the playing of three (3) rounds of 18 holes impracticable,  the Tournament Committee has the sole right to cancel any round at its discretion. 

  1. DRAW 
  2. Play will be in groups of three (3) throughout the Tournament.  
  3. The draw for the first and second rounds shall be made by the Tournament Committee, while the draw for the  Final Round will be arranged in accordance with their scores, i.e. the lowest score tees off last on the front nine  whereas the highest score tees off last on the back nine.  
  4. The Tournament Committee has the sole right to rearrange the draw and number of players in a group at its  discretion.

  1. TOURNAMENT WINNER 

In the event of a tie for the first place, there will be a play-off at the hole to be decided by the Tournament  Committee until a winner emerges. The play-off will start as soon as practicable after the last players have  finished their round.

  2. Total prize money for the tournament is RM 180,000/=

  1. Prize money shall be paid to all professional golfers who played in the Final Round. Any player being disqualified  or withdrawing from the Tournament at any stage or for any reason shall forfeit his prize money. The  Tournament Committee may waive or otherwise amend this condition. 
  2. In the event of a tie for any of the above placings, the prize money for such places shall be added together and  divided equally amongst those tying. 
  3. All prize money winnings are subject to a PGM Development Fund levy of 5%. 
  4. CADDIES (RULE 10.3) 
  5. Players are required to use caddies and this includes Practice and Pro-Am round (if any).  
  6. Pull carts (trolleys) which are NOT motorized/battery operated may be used by players if NO CADDIES available  at site. PLAYERS ARE NOT ALLOWED TO CARRY THEIR OWN BAG. 
  7. Players are requested to bring their own caddies. Caddies for the professionals may NOT BE AVAILABLE at the  Club.  
  8. Caddie fee is RM 120/= per round excluding tips. 
  9. Each player is limited to one caddie, at any one time.  
  10. PGM Card Holder(s) and/or professional golfer(s) is/are not allowed to be a caddie(s). 
  11. The host venue staff cannot be engaged as a caddie unless authorized by the Tournament Director. h. A player shall at all times be responsible and/or liable for the action/s of his caddie and shall ensure that his caddie  complies with all the Regulations. 
  12. Caddies must use the Tour Caddie vest at all times. It must be returned to the Tournament Office after use.  RM100/= fine will be imposed on the player if a vest is lost or not returned together with their name tags (if  provided)
  13. A caddie must not wear metal spike shoes.  
  14. No littering. 
  15. For any breach by a caddie, there will be an automatic fine of RM 200/= to the player. 
  16. RULES OF GOLF AND LOCAL RULES 
  17. All play shall be in accordance with the Rules of Golf as approved by R & A and with the 2024 PGM Hard Card. b. The Tournament Committee will prepare the Additional Local Rules and a copy of it will be displayed at the Notice  Board and issued to all players during the first round. 
  18. Including any updates/clarifications on Rules of Golf. 
  19. PROHIBITING USE OF MOTORISED TRANSPORTATION 

Players and their caddies shall walk at all times during the stipulated round. 

  1. TIME OF STARTING (NOTE TO RULE 5.3a) 
  2. Players shall start at the time and in the order arranged by the Tournament Committee. 
  3. Players must be prepared to play any round whenever called upon to do so and a round may be canceled or  postponed by the Tournament Committee to such a day or hour, as necessary.

  1. PACE OF PLAY 
  2. Conditions regarding pace of play are outlined in the 2024 PGM Hard Card.  
  3. Pace of play guidelines is displayed on the Tournament Notice Board (Rule of Golf 5.6 refers).  c. PGM will also implement the Monitoring of Pace of Play system accordingly. 
  4. CLUBS AND BALLS 
  5. List of Conforming Driver Heads. Model Local Rule G-1 is in effect. 

Penalty for making a stroke with a club in breach of Local Rule: Disqualification

  1. Groove and Punch Marks Specifications. Model Local Rule G-2 is in effect. 

Penalty for making a stroke with a club in breach of Local Rule: Disqualification

  1. Conforming Balls List. Model Local Rule G-3 is in effect. 

Penalty for breach of the Local Rule: Disqualification

  1. One Ball Rule. Model Local Rule G-4 is in effect. 

(Exception: This Local Rule does not apply to professional or amateur players in any pre-tournament Pro-Am or  approved one-day event or to amateurs who partner professional players in a major Pro-Am Tournament). Penalty for making a stroke at a ball in breach of this Local Rule:  

The player gets one penalty stroke for each hole during which they are in breach of this Local Rule. e. Replacing Club that is Broken or Significantly Damaged:  

Model Local Rule G-9 for replacement of a club is in effect. Penalty for breach of this Local Rule:  See penalty under Rule 4.1b. 

  1. 46-inches Club Length Limitation:  

Model Local Rule G-10 is in effect. This is also in effect in a Pro-Am played as the official competition. Exception:  This rule will not apply to amateurs playing solely in Pro-Am competitions.  

Penalty for making a stroke with a club in breach of this Local Rule: Disqualification

  1. RESTRICTION ON PRACTICE. RULE 5 

Before Round – Model Local Rule I -1.1 is in effect. Rule 5.2b is modified in this way:  

A player must not practice roll a ball or rub the surface of the putting green on the competition course before or  between rounds, but may practice on the designated practice areas. 

During Round – Model Local Rule I-2 is in effect and Rule 5.5b is modified in this way: 

Between the play of two holes a player must not: 

  • Make any practice stroke on or near the putting green of the hole just completed, or 
  • Test the surface of that putting green by rubbing the putting green or rolling a ball.

  2. CODE OF CONDUCT AND DISCIPLINARY PROCEDURES 

As displayed on the Tournament Notice Board and PGM Players’ Handbook, all players are encouraged to read and  understand its contents. 

  1. REFEREES (RULE 20.2a) 

The Tournament Committee has appointed Referees to decide on questions of facts and apply the Rules of Golf during  the play of the tournament. The Referee’s decision shall be final. 

  1. DISPUTES AND DOUBTFUL POINTS 

Any disputes or doubtful points must be lodged in writing to the Tournament Directors within 10 minutes on completion  of the round in which the disputed matter arose. In the case of the final round, it must be within 5 minutes. 

The Tournament Committee to resolve any dispute is comprised of: 

  1. Tournament Director : (Name), Tournament Director 
  2. Members : (Name), Set Up Referee (R1) 

(Name), Set Up Referee (R2) 

(Name 1) & (Name 2), Referees (R3)  

and, any other Member(s) as appointed by the Tournament Director. 

Note: Any Referee associated in a dispute is to be excluded from the Tournament Committee for the duration of  its hearing. 

  1. DECISIONS (RULE 20.2b) 

All decisions made by the Tournament Committee in all matters shall be final.

  1. COVID-19 STANDARD OPERATING PROCEDURES (SOP) AND PRECAUTIONS 
  2. All players, caddies, volunteer/s and officials are encouraged to wear a face mask when has any flu like illness and  during entering any of the designated area/s. May practice physical distancing, wherever possible. Please refer to  the Tournament Noticeboard for further information.  
  3. A player and/or individual who has COVID-19 symptoms and/or has tested positive for COVID-19 must inform  PGM immediately. They are responsible to self-isolate and shall not enter the clubhouse and/or the golf course.  c. All players, caddies, volunteers and/or officials shall take additional precautions to follow the COVID-19 protocols  set by partner/host club and to adhere to the Standard Covid-19 SOP from time to time. 
  4. ANTI-DOPING

The Anti-Doping policy/rules are adopted and implemented.  

Note: Players should be aware that under the Anti-Doping Policy, if a player is found to have committed an anti-doping  rule violation, the player may face disqualification from the tournament at which the player was tested (or otherwise  committed the violation) and also from any subsequent tournament in which the player participated until provisionally  suspended or rendered ineligible under the Policy. Disqualification in such cases includes the loss of all results, points  and prize monies. 

  1. AMENDMENT TO TERMS OF COMPETITION

The Committee reserves the right to add, amend and/or omit the Terms of Competition as it deems appropriate and/or  fit.
