TOYOTA Tour Qualifying School Leg 1 2023 is a 54-hole “Closed Tournament” and is managed by Professional Golf of Malaysia (PGM), hereinafter referred to as “the
Committee”. All decisions by the Committee shall be final.
2. Date and Venue
TOYOTA Tour Qualifying School Leg 1 2023 will be held on 21–23 February 2023 at Kelab Golf Perkhidmatan Awam Malaysia (Hills & Lakes Courses, Par 72), Bukit
Kiara, Kuala Lumpur.
3. Schedule
a. Mon, 20-Feb-2023 : Registration – 7:30 am to 12:00 noon.
: Official Practice Round – 7:30 am to 1:00 pm.
: Last tee time for Practice Round – 9:30 am.
: Course closure – 1:00 pm.
: Refer to Tournament Noticeboard for Course Control.
: Motorized transportation is not allowed.
b. Tue, 21-Feb-2023 : Round 1 starts at 7:30 am.
: Men & Ladies Stage 1 cut-line (+25 and below after
Round 1)
c. Wed, 22-Feb-2023 : Round 2 starts at 7:30 am.
: Men & Ladies Stage 2 cut-line (+20 and below after Round 2)
: Orientation Program – Session 1, 3:00 pm – 6:00 pm. Refer to separate programme posted on Noticeboard.
d. Thu, 23-Feb-2023 : Final Round starts at 7:30 am.
: Prize Giving will start as soon as practicable, after all players submitted their scorecards.
: Orientation Program – Session 2, 3:00 pm – 6:00 pm.
Session 2 is only for players who have qualified. Refer to separate programme posted on Noticeboard.
• Players who have qualified and attended Orientation Program Session 1 and Session 2 (both) will be issued with PGM Tour Card and Certificate of Attendance.
• Orientation Program Instructor is the Tournament Director, or his appointed individual(s).

Eligibility
a. The current PGM Tour Card holder who wish to renew their Tour Card which is due to expire within three (3) months from the expiry date.
b. The current Malaysian members of the Professional Golf Association of Malaysia (PGAM).
c. Malaysian amateur golfers with MGA WHS or USGA Handicap Index of 7.0 and below.
d. If a player is not in possession of MGA WHS, they must submit a document stating their game ability and capability officially certified by the General Manager
or the Secretary of their Club or by their teaching professional to the Tournament Director on or before 12:00 noon, Sunday 12 February 2023.
e. A player must be fully vaccinated with COVID-19 vaccine and must be in possession of MySejahtera apps (with vaccination details).
f. Any other criteria as per PGM Players’ Handbook.
Entries and Registration
a. Entries are to be submitted to PGM office on or before 12:00 noon, Sunday 12 February 2023. Late entries will not be processed.
b. All players must register themselves at the Tournament Office on Monday 20 February 2023 from 7:00 am to 12:00 noon. A player who is unable to register in person must advise the Committee of their expected arrival.
c. Entry fee of RM450 per player is to be remitted to PGM Account No. MBB 5643 2433 9764 on or before 12:00 noon, Sunday 12 February 2023.
d. The field is limited to ninety (90) players only (combined Men and Ladies), based on the entry fee’s payment date and time. Additional players (who have already paid before the closing date and time) will be placed on Standby List.
e. PGM has a right to accept and/or reject any entry if it considers in conflict with the interest of PGM.
f. A player who failed to register and/or remit the entry fee in full by the required date and time will be removed from the Players List.
Withdrawal
a. All withdrawals must be approved by the Committee.
b. If a player withdraws before the closing date, no penalty will be imposed.
Practice Round
a. Official practice round is on Monday 20 February 2023 from 7:30 am to 1:00 pm.
b. Use of buggy during the practice round is not permitted and all players playing in the tournament are to walk.
c. Please refer to Course Control on Tournament Noticeboard for more details.
Form of Play
a. The tournament shall be played over three (3) rounds of 18 holes (total of 54 holes).
b. Qualifying score after the three (3) rounds is the total gross score of 15-Over Par and below, and those who have qualified are eligible to play on the PGM Tour.
c. The qualified players will be issued with a PGM Tour Card which is valid for one (1) year from the Qualifying School tournament date. The PGM Tour Card is only recognized within PGM.

d. In the event of conditions or circumstances that make the playing of 54 holes impracticable, the Committee has the sole right to postpone or cancel any round
at its discretion. This being the case, the qualifying scores after two (2) stipulated rounds are total gross score of 10-Over Par or below.
e. Qualifying to Round 2: The cut-line is set at 25-Over Par and below for Men and Ladies for Round 1.
f. Qualifying to Final Round: The cut-line is set at 20-Over Par and below for Men and Ladies, the accumulation of total gross scores for the first two (2) rounds (Round 1 and Round 2).
Caddies (Rule 10.3)
a. A player is not allowed to carry their own bag. A player is requested to bring their own caddie as there is no caddies available at the host venue.
b. Recommended caddie fee is RM120.00 per round.
c. A player is limited to one caddie at any one time.
d. A PGM Tour Card Holder or a professional who is a member of PGAM is not permitted to be a caddie.
e. A host venue employee cannot be engaged as a caddie unless authorized by the Tournament Director.
f. A player shall at all times be liable for the actions of their caddie and shall ensure their caddie complies with the Terms of Competition and other regulations.
g. Caddies must wear PGM caddie vest at all times. The vest should be returned to the Tournament Office after use. A RM100 fine will be imposed if a vest is damaged, lost or not returned.
h. Littering within the golf course is an automatic fine of RM200, applicable to the player if they breach the guideline.
Starting Time and Playing Group
a. Play will be in groups of threes throughout the Tournament.
b. The starting times and playing groups for Round 1 shall be determined by the Committee, whilst the starting times and playing groups for Round 2 and the Final Round will be arranged in accordance to the total gross scores, i.e. the lowest total gross score tees off last on the front nine and the highest total gross score tees of last on the back nine.
c. The Committee has the sole right to rearrange the starting time and playing group at its discretion.
Prize Money
a. The prize money (combined for both Men and Ladies) are as follows:

b. Only players who have qualified (total gross scores of 15-Over Par and below for Men and Ladies) are eligible to win the prize money.
c. Professionals are entitled to win the prize money as per their final placings i.e. if a professional finish third, they can only claim the third prize.
d. In the event of a tie or ties for any final placings, the prize money will be shared equally.
e. All prize money will be transferred online. The winners shall provide their banking details (preferably CIMB or Maybank) to PGM to expedite the transfers.
f. All prize money is subject to PGM Development Fund (PDF) levy of 5%.
Rules of Golf and Local Rules
a. All plays shall be in accordance with the Rules of Golf 2023 as approved by the R&A and Tournament Local Rules approved by the Committee.
b. The Committee will provide the Additional Local Rules and a copy of which will be displayed on the Tournament Noticeboard. The Additional Local Rules will be
issued to the players during Round 1.
Motorized Transportation
a. The use of motorized and/or battery-operated trolley is not allowed.
b. During a round, a player or caddie must not ride on any form of motorized transportation except as authorized or later approved by the Committee. A player who will play, or has played, under penalty of stroke and distance is always authorized to ride on motorized transportation. The player gets the general penalty for each hole during which there is a breach. A breach between two holes applies to the next hole.
Starting Time – Note to Rule 5.3a
a. Players shall start at the time and in the order arranged by the Committee.
b. Players must be prepared to play any round whenever called upon to do so and a round may be cancelled or postponed by the Committee to such day or hour at its discretion.
Clubs and Balls
a. List of Conforming Driver Heads. Model Local Rule G-1 is in effect. Penalty for making a stroke with a club in breach of Local Rule: Disqualification.
b. Groove and Punch Marks Specifications. Model Local Rule G-2 is in effect. Penalty for making a stroke with a club in breach of Local Rule: Disqualification.
c. List of Conforming Golf Balls. Model Local Rule G-3 is in effect. Penalty for making a stroke in breach of Local Rule: Disqualification.
d. One Ball Rule. Model Local Rule G-4 is in effect. (Exception: This Local Rule does not apply to professional or amateur players in any pre-tournament Pro-Am
or approved one-day event or to amateurs who partner with professional players in a major Pro-Am Tournament). The player gets one penalty stroke for each
hole during which they are in breach of Local Rule.
e. Replacing Club that is Broken or Significantly Damaged: Model Local Rule G-9 for replacement of a club that is in effect. Penalty for breach of Local Rule:
See penalty under Rule 4.1b.
f. 46-inches Club Length Limitation: Model Local Rule G-10 is in effect. This is also in effect in a Pro-Am played as the official competition. Exception: This rule
will not apply to amateurs playing solely in Pro-Am competitions. Penalty for making a stroke with a club in breach of Local Rule: Disqualification.
Practice (Rule 5)
a. Before or Between Rounds in Stroke Play Model Local Rule I-1.1 is in effect. Rule 5.2b is modified in this way: A player must not practice on the competition course but may practice on the designated practice areas.
Penalty for breach of Local Rule:
• Penalty for first breach: General Penalty.
• Penalty for second breach: Disqualification.
b. Between the play of two holes Model Local Rule I-2 is in effect. Rule 5.5b is modified in this way:
A player must not make any practice stroke on or near the putting green of the hole just completed or test the surface of that putting green by rubbing the putting
green or rolling a ball. Penalty for breach of Local Rule: General Penalty. If the breach happens between two holes, the penalty applies to the next hole.
Pace of Play
The official starting time is displayed on the Noticeboard. The 2023 PGM Pace of Play Policy as defined within PGM Player’s Handbook is in effect. Fines for multiple “Timing Sessions”, “Bad Times” or “Excessive Shot Times” in an Official Season are detailed within this Policy. Additionally, the following penalties shall apply:
Penalty for Breach of Pace of Play Policy:
1st bad time in the Tournament – Verbal warning from Referee.
2nd bad times in the Tournament – 1 penalty stroke and RM250 fine.
3rd bad times in the Tournament – 2 penalty strokes and RM500 fine.
4th bad times in the Tournament – Disqualification and RM1,000 fine.
Distance Measuring Devices (Rule 4.3a)
Model Local Rule G-5 is in effect. Rule 4.3a (1) is modified in this way:
During a round, a player must not obtain distance information by using an electronic distance-measuring device during any tournament counting towards the Order of Merit.
Penalty for Breach of Local Rule:
• First breach: General Penalty.
• Second breach: Disqualification.
Standards of Player Conduct (Rule 1.2)
All players are expected to play in the spirit of the game by:
a) Acting with integrity – by following the Rules, applying all penalties, and being honest in all aspect of play.
b) Showing considerations to others – by playing at a prompt pace, looking out for safety of others, and not distracting the play of other player.
c) Taking good care of the course – by replacing divots, smoothing bunkers, repairing ball-marks, and not causing unnecessary damage to the course.
Decisions (Rule 20.2)
All rulings by a Referee and the Committee is final.
Result of Championship – Competition Closed
The competition is final when the official results have been validated in the scoring system by the score recorder and approved by the Committee.

Disputes and Doubtful Points
Any dispute or doubtful point must be lodged in writing to the Tournament Director within 10 minutes on completion of the round in which the disputed matter arose. In the case of the Final Round, it must be lodged within 5 minutes after completion of the Final Round.
The Committee to resolve any dispute is comprised of the followings:

: James CHUA – Referee (R3)
: CHE AMRAN Said – Referee (R3)
c. Any other official appointed by the Tournament Director.
d. A Referee associated with a dispute is to be excluded from the Committee during
the hearing.
COVID-19 Standard Operating Procedures (SOP) and Precautions
a. All players, caddies, volunteers and officials shall wear face mask when entering the designated areas and where physical distancing is applicable. Please refer to the
Tournament Noticeboard for further information.
b. A player and/or individual who has COVID-19 symptoms and/or has tested positive for COVID-19 must inform PGM immediately. They are responsible to self-isolate and
shall not enter the clubhouse and/or the golf course.
c. All players, caddies, volunteers and officials shall take additional precautions to follow all COVID-19 protocols set by the host club and to adhere to the SOP issued by
National Security Council and the Government of Malaysia.
Amendment to Terms of Competition
The Committee reserves the right to add, amend and/or omit the Terms of Competition as it sees fit.
