1. MANAGEMENT
The PGM TUN AHMAD SARJI TROPHY 2023 is a 72 holes “Closed Tournament” and is managed by the
Professional Golf of Malaysia (PGM) Organizing Committee, hereinafter referred to as “The Tournament
Committee”. It is a Toyota Tour Calendar event

2. DATE AND VENUE

This tournament shall be played from 8 th to 11th March 2023 at Bunga Raya Course, Saujana Golf &
Country Club, Subang, Selangor Darul Ehsan, Malaysia and the total prize money is RM200,000/=.

3. SCHEDULE

The schedule for the above tournament is as follows:
a. Mon, 6th March 2023

: – Practice Day. Registration starts from 7:15am to 12:00noon.
– Advance Booking of tee time is required.
– Contact PGM Administrative for booking/s & must be in a group of 3 or 4 players
– Official Practice Round. Starts from 7:30am to 10:00am.
Course closed at 2.00pm for maintenance works.
Refer to the Notice Board for Course Control.
(All players are required to walk and usage of buggy is NOT PERMITTED during Official Practice Round).

b. Tue, 7th March 2023 : – Course close for Pro Am**.

c. Wed, 8th March 2023

: – First Round starts at 7:30am**.

d. Thu, 9th March 2023 : – Second Round starts at 7:30am**.

– Cut-off to 45 professionals & ties after 36 holes.

e. Fri, 10th March 2023 : – Third Round starts at 7:30am**.

– Four points start from tees to be decided by Tournament Committee.
– Suspension of play from 12:45pm** to 14:30pm** for Friday Prayers.

f. Sat, 11th March 2023

– Final Round starts at 7:30am**.
– Trophy Presentation to Champion (around 1:30pm**).
– Competition is closed
– All Final Round participants must attend the Trophy Presentation.
– Please be properly attired and NO shorts or slippers.

4. ELIGIBILITY
a. Have acknowledged the content slip of the PGM Players’ Handbook.
b. Valid PGM Card Holders (for PGM Players).
c. Covid 19 Guidelines (refer item # 26)
d. Any other criteria, as per PGM Players’ Handbook.
5. ENTRIES & REGISTRATION
a. Limited to first 80 PGM Card holders.
b. Subject to eligibility, as per ToC # 4 above.
c. Eligible player may register via online registration via https://www.pgmtourmalaysia.com. Players should check online or contact any of the above to confirm their entries have been received
accordingly. LATE ENTRIES WILL NOT BE ENTERTAINED.
d. Entry fee is RM200/= per player to be paid ONLINE. Must be payable by 12:00noon on Sunday, 26th February 2023.
i. PGM Account number: Maybank 5643 2433 9764.
e. Confirmation of the payment need to be send to PGM Tournament Administration via WhatsApp (WA) & the contact number is +6 016-552 2348.
f. All players must register at Tournament Office and anyone who unable to register in person must advise the Tournament Committee before 12.00noon on Monday, 6th March 2023.

g. PLAYER/S WHO FAILS TO COMPLY TO THE ABOVE REQUIREMENTS BY THE APPROPRIATE TIME MAY RESULT IN THE PLAYER’S NAME BEING WITHDRAWN FROM THE TOURNAMENT AND SUBJECT TO THE ENTRY FEE, as per ToC # 5d.

6. WITHDRAWAL
a. Player/s withdrawing must notify in written to the Tournament Committee and approved by the Committee.
b. If a player withdraws before the closing date, no penalty will be imposed.
c. A competitor is not allowed to withdraw at the conclusion of the 1st round or during the play of any round of a tournament. (except on medical grounds or extenuating circumstances approved by the Tournament Director).
d. A competitor is entitled to withdraw from a tournament at the conclusion of his/her 2nd and/or 3rd rounds for medical reasons provided that he/she informs the Tournament Director before close of play each day.
Exception: Emergency reasons or medical circumstances deemed reasonable by the Tournament Director. Written evidence of medical circumstances must be immediately forwarded to the Tournament Director.
e. Penalty, RM200, doubling up for subsequent offences.
Note: For any withdrawal during event, a player must complete a withdrawal form providing full details of the withdrawal (withdrawal form available at the Tournament Office).
f. MAXIMUM PENALTY – Player/s withdrawing after the tournament closing date, without any valid reason as deemed fit by the Tournament Committee, shall forfeit the entry fee or in a situation where they have not paid the entry fee, shall be fined the amount equivalent to the entry fee as per ToC # 5.d.
above.
g. Failure to pay the penalty before the completion of the tournament will result in player’s name rejected for the next event until the penalty has been paid.

7. OFFICIAL PRACTICE ROUND
a. Official practice round will be from 7:30am to 10:00am on Monday, prior to tournament start-day.
b. The Course is closed at 2:00pm for maintenance works on Monday.
c. The use of buggies during the “Official Practice Rounds” is NOT PERMITTED and all players participating in the tournament are to walk.
d. Please refer to Course Control on the Tournament Notice Board for more details.

8. DRIVING RANGE
The driving range is open daily as follows:
a. Monday, 6

th March 2023 (Practice Day) from 7:00am to 2:00pm.
b. Tuesday, 7th March 2023 (Pro Am) normal operation time.
c. Wednesday to Saturday (8

th to 11th March 2023) from 6:30am until the last group has teed-off.

Refer to the Driving Range Schedule on the Tournament Notice Board for details.

9. FORMAT OF PLAY
a. The Stroke Play tournament shall be played over four (4) rounds of 18 holes.
b. The field will be reduced to 45 professionals and ties after two (2) rounds of 18 holes
i.e. after 36 holes. The leading 45 professional players and ties will go forward to 3 rd & 4th round.
c. In the event of conditions or circumstances that make the playing of four (4) rounds of 18 hole impracticable, the Tournament Committee has the sole right to cancel any round at its discretion.

10. DRAW
Play will be in groups of three (3) throughout the Tournament. The draw for the first and second rounds shall be made by the Tournament Committee, while the draw for the Third & Final Round will be arranged in accordance with their Cscores, i.e. the lowest score tees off last on the front nine and the highest score tees off last on the back nine. The Tournament Committee has the sole right to rearrange the draw and number of players in a group at its discretion.
11. SUSPENSION OF PLAY
Play will be suspended during Round 3 (Friday) from 12:45pm** to 14:30pm** for Friday Prayer.
PRACTICE IS STRICTLY PROHIBITED DURING THE SUSPENSION. All practice facilities will be closed from 12:45pm** until 14:00pm** and will be re-opened again from 14:00pm** onwards. Play will be resumed at 14:30m** with all players in their respective positions ready to play.
12. TOURNAMENT WINNER
a. In the event of a tie for the first place, there will be a play-off at the hole to be decided by Tournament Committee until a winner emerges. The play-off will start as soon as practicable after the last players have finished their round.

13. PRIZE MONEY & BREAKDOWN IN RINGGIT MALAYSIA
a. Total prize money for the tournament is RM 200,000/=.
b. The winner will receive the first prize of RM 35, 000/=.

c. Prize money shall be paid to all professional golfers who played in the Final Round. Any player being disqualified or withdrawing from the Tournament at any stage or for any reason shall forfeit his prize money. The Tournament Committee may waive or otherwise amend this condition.
d. In the event of a tie for any of the above placing, the prize money for such places shall be added together and divided equally amongst those tying.
e. All prize money winnings are subject to a PGM Development Fund levy of 5%.

14. CADDIES (RULE 10.3)
a. Players are required to use caddie and this includes Practice and Pro-Am round (if any). Pull carts (trolleys) which is not motorised may be used by players if NO CADDIES available at site. PLAYERS ARE NOT ALLOWED TO CARRY THEIR OWN BAG.
b. Players are requested to bring their own caddies. Caddies for the professionals may NOT BE AVAILABLE at the Club. Caddie fee is RM 120/= per round.
c. Each player is limited to one caddie, at any one time.
d. PGM Card Holder/s and/or professional golfer/s will not be allowed to be a caddie.
e. The host venue staff cannot be engaged as a caddie unless authorized by the Tournament Director.
f. A player shall at all times be responsible and/or liable for the action/s of his caddie and shall ensure that his caddie complies with all the Regulations.
g. Caddies must use the Tour Caddie vest at all times. It must be returned to the Tournament Office after use. RM100/= fine will be imposed on the player if a vest is lost or not returned together with their name tags (if provided).
h. A caddie must not wear metal spikes shoes.
i. No littering.
For any breach by a caddie, there will be an automatic fine of RM 200/= to the player.

15. RULES OF GOLF AND LOCAL RULES
a. All play shall be in accordance with the Rules of Golf as approved by R & A and with the 2023 PGM Rules Card.
b. The Tournament Committee will prepare the Additional Local Rules and a copy of it will be displayed at the Notice Board and issued to all players during the first round.
c. Including, any updates/clarifications on Rules of Golf.

16. TRANSPORTATION
Players and their caddies shall walk at all times during the stipulated round.
(Exception: When permitted to ride by the Tournament Officials).

17. TIME OF STARTING (NOTE TO RULE 5.3a)
a. Players shall start at the time and in the order arranged by the Tournament Committee.
b. Players must be prepared to play any round whenever called upon to do so and a round may be
cancelled or postponed by the Tournament Committee to such day or hour, as necessary.

18. PACE OF PLAY
a. Conditions regarding pace of play are outlined the 2023 PGM Rules Card.
b. Pace of play guidelines is displayed on the Tournament Notice Board (Rule of Golf 5.6 refers).
c. PGM will also implement the Monitoring of Pace of Play system accordingly.

19. CLUBS AND BALLS
a. List of Conforming Driver Heads. Model Local Rule G-1 is in effect.
Penalty for making a stroke with a club in breach of Local Rule: Disqualification.
b. Groove and Punch Marks Specifications. Model Local Rule G-2 is in effect.
Penalty for making a stroke with a club in breach of Local Rule: Disqualification.
c. Conforming Balls List. Model Local Rule G-3 is in effect.
Penalty for breach of the Local Rule: Disqualification.
d. One Ball Rule. Model Local Rule G-4 is in effect.
(Exception: This Local Rule does not apply to professional or amateur players in any pre-tournament
Pro-Am or approved one-day event or to amateurs who partner professional players in a major
Pro-Am Tournament).
Penalty for making a stroke at a ball in breach of this Local Rule:
The player gets one penalty stroke for each hole during which they are in breach of this Local Rule.
e. Replacing Club that is Broken or Significantly Damaged:
Model Local Rule G-9 for replacement of a club is in effect. Penalty for breach of this Local Rule:

f. 46-inches Club Length Limitation:
Model Local Rule G-10 is in effect. This is also in effect in a Pro-Am played as the official competition.
Exception: This rule will not apply to amateurs playing solely in Pro-Am competitions.
Penalty for making a stroke with a club in breach of this Local Rule: Disqualification.

20. PRACTICE – Rule 5.2
a. Before or Between Rounds in Stroke Play – Model Local Rule I-1.1 is in effect. Rule 5.2b is modified in
this way:
A player must not practice on the competition course but may practice on the designated practice
areas.
Penalty for Breach of this Local Rule:
First Breach: General Penalty
Second Breach: Disqualification
b. Between the play of two holes – Model Local Rule I-2 is in effect: Rule 5.5b is modified in this way: A
player must not make any practice stroke on or near the putting green of the hole just completed or
test the surface of that putting green by rubbing the putting green or rolling a ball.
Penalty for Breach of this Local Rule:
General Penalty applies to the next hole.
21. DISTANCE MEASURING DEVICES (RULE 4.3A)
Model Local Rules G-5 is in effect. Rule 4.3a(1) is modified in this way:
During a round, a player must not obtain distance information using an electronic distance measuring
device during any tournament counting towards the Order of Merit.
Penalty for breach of Rule 4.3:
First breach – General Penalty.
Second breach – Disqualification.
22. CODE OF CONDUCT AND DISCIPLINARY PROCEDURES
As displayed on the Tournament Notice Board and PGM Players’ Handbook. All players are encouraged to
read and understand its contents.
23. REFEREES (RULE 20.2a)
The Tournament Committee has appointed Referees to decide on questions of facts and apply the Rules of
Golf during the play of the tournament. The Referee’s decision shall be final.
24. DISPUTES AND DOUBTFUL POINTS
Any disputes or doubtful points must be lodged in writing to the Tournament Directors within 10 minutes
on completion of the round in which the disputed matter arose. In the case of the final round, it must be
within 5 minutes.
The Tournament Committee to resolve any dispute is comprised of:
a. Tournament Director : Harbans Singh– Tournament Director
b. Members : Chew Fook Kiong – Set Up Referee (R1)
Azemi Jusoh – Set-up Referee (R2)
Referees (R3)

and, any other Member(s) as appointed by the Tournament Director.
Note: Any Referee associated in a dispute is to be excluded from the Tournament Committee for the
duration of its hearing.
25. DECISIONS (RULE 20.2b)
All decisions made by the Tournament Committee in all matters shall be final.

26. COVID-19 STANDARD OPERATING PROCEDURES (SOP) AND PRECAUTIONS
a. All players, caddies, volunteers and officials shall wear face mask when entering the designated areas
and where physical distancing is applicable. Please refer to the Tournament Noticeboard for further
information.
b. A player and/or individual who has COVID-19 symptoms and/or has tested positive for COVID-19 must
inform PGM immediately. They are responsible to self-isolate and shall not enter the clubhouse and/or
the golf course.
c. All players, caddies, volunteers and officials shall take additional precautions to follow all COVID-19
protocols set by the partner/host club and to adhere to the Standard Covid-19 SOP.

27. COMPETITION CLOSED
Competition is closed when the Championship Trophy is awarded.
28. AMENDMENT TO TERMS OF COMPETITION
a. The Committee reserves the right to add, amend and/or omit the Terms of Competition as it sees fit.
